Founded in 1946 immediately after World War II, the ENVSC is the veterans service arm of the Benevolent and Protective Order of Elks — a 501(c)(3) operating through a grant from the Elks National Foundation. Programs include Voluntary Service in 350+ VA Medical Centers and veterans facilities monthly, the Veterans Leather Program (wheelchair gloves and therapy kits), Freedom Grants to Elks Lodges for direct veteran community service, adaptive sports, art and music programs, and the Welcome Home initiative for veterans experiencing homelessness. More than 600 Elks serve as VA Voluntary Service Representatives.

Each eligible family member holds an independent 36-month entitlement — benefits are not shared or divided. Covers full in-state tuition at public schools, up to $29,920 per year at private schools (2025-2026), monthly housing allowance, and $1,000/yr books stipend. Children eligible ages 18-33. Surviving spouses may remarry and retain eligibility under a 2025 rule change. The service member does not need to have died in combat — line-of-duty deaths during training, accidents, or service-related illness all qualify.

Eligibility: must be eligible for VA healthcare, currently homeless or facing imminent homelessness, and meet local Public Housing Authority income limits.
